President's Message

     Our May meeting was a full house with four new members joining our organization.  We recognized DAN BROSNAN from Bottini Fuel Oil with a Shields certificate of appreciation. Bottini gives back a percentage to our group for every Shields customer using their products and services!

     Thanks to all you blood donors out there. I hope you’ll be back to give the “gift of life” again in December.

     On Saturday May 20th, the board members and I attended Orange County’s 13th Annual Police Awards Ceremony in Goshen. I presented our banner for a special blessing, and we were quite impressed by the many brave officers who were honored for their courage, and dedication to the community!

     I’m looking forward to seeing many of you on June 21st, for our last meeting of the season.

     I wish everyone a safe and healthy summer! See you on our cruise!

Orange County Shields 2nd Annual Hudson River Cruise

     The OC Shields are having their Second Annual Cruise on the Hudson River aboard the River Rose on September 9th, 2006 from 12:30 PM to 3:30 PM. Please arrive at least an hour before the 12:30 PM departure to obtain your “Boarding Pass” and have a beverage before embarking the “River Rose”.

     The River Rose, whose home port is Newburgh, NY, is an original New Orleans Paddle Wheel Boat built in 1984. She has 2 Decks with a bar on each deck. There is an awesome panoramic view of the Hudson Valley from the upper deck. The lower deck is fully enclosed and air conditioned. The upper deck can either be open air or fully enclosed for inclement weather. See more information on this boat at http://www.riverrosecruises.com. We will be leaving from “Newburgh Landing” which is directly in back of “UNICO Park”. UNICO Park features a large statue of Christopher Columbus and is on Front Street in Newburgh, NY. One of the Executive Board Members will direct you to the check in area.

     We have chosen an excellent caterer and DJ Extraordinaire JOHN CORCORAN will provide the entertainment to make this a memorable event for our members and their families at an affordable price. This cruise is by reservation ONLY and will be limited to the first 150 passengers. The price is only $35.00 per person. Patriot Lodge

     OC Shields member NELSON DONES performed the “Ribbon Cutting Ceremony” at Patriot Lodge, 162 South Third Street, Williamsburg, Brooklyn, on May 9th, 2006. Patriot Lodge is affordable short term rental housing for active or retired law enforcement personnel and their families who are being treated for cancer or any other catastrophic illness in the NYC area. Nelson is the Founder and President of the National Police Support Network. Please be advised that the Orange County Shields are associated with the National Police Support Network. The NPSN has developed into a First-Class organization in just a few short years thanks to Nelson and his “team”. Congratulations

     Congratulations to OCS Executive Board Member PAT BODNAR on receiving a “Certificate of Appreciation” from the Department of Justice, Office for Victims of Crimes. Pat was thanked for her hard work and dedication in assisting many crime victims in our area.

    

     On May 12, 2006, KELLY ANN DILLON, daughter of OCS Executive Board Member JIM VARIAN, gave birth to a beautiful baby girl. SHANNAN ROSE DILLON entered this world weighing in at 7 lbs., 10 oz. and 20 1/2 inches tall. Everyone is at home now doing fine. Jim now has 8 grandchildren 6 boys and two “Princesses”.

13th Annual O.C. Police Chiefs Association Awards Ceremony

     Orange County Shields Executive Board Members, TOM CARROLL, JIM KILCULLEN, TONY NAVARRO, HARRY PEREZ and PAT BODNAR attended the 13th Annual Awards Ceremony & Blessing of Flags & Banners sponsored by the Police Chiefs Association of Orange County on May 20, 2006. The ceremony was held at the Orange County Court House in Goshen.

     Some of the dignitaries present were District Attorney FRANK PHILLIPS, Congresswoman SUE KELLY and Assemblywoman NANCY CALHOUN with special Guest Speaker Ret. Lt. JOHN McLOUGHLIN of the Port Authority of NY and NJ PD.  John was the last survivor pulled from the WTC rubble after being buried for over 22 hours.

     The Role Call of Deceased Officers was read by Chief DOMINIC GIUDICE Jr. of the Monroe PD followed with a tribute by Bagpiper TERRY MULLEN of the NYSP.

     President of the Chiefs Association BRIAN JARVIS presided over the awards presentation and did an outstanding job in coordinating this prestigious event.

     We are proud to announce that one of our own members, DONALD “BRUCE” CAMPBELL of the City of Newburgh PD, was the recipient of the Exceptional Police Duty Award for his role in a major drug investigation in the city of Newburgh. Congratulations to Bruce!

     At the conclusion, our OCS banner was blessed by Father CARL JOHNSON, Pastor of Sacred Heart R.C. Church in Monroe. 

     Try not to miss this moving event next year.

May, 2006 Newsletter

President's Message

     Thanks to the membership for a great turn out at our April meeting and to JAMES TAYLOR and BOB RAINEY for sharing such interesting and useful information. TONY NAVARRO and JOHN CORCORAN presented JIM TAYLOR and his family with a Certificate of Appreciation for their forensic recovery efforts following the World Trade Center tragedy. Although I wasn’t present, everyone said it was a great meeting.

     DAN BROSNAN, manager of Bottini Fuel Oil Co. in Washingtonville, was unable to make the April meeting but plans to be at our May meeting. Dan has been a big supporter of the Shields and we hope to present him with a Certificate of Appreciation that night. Bottini Fuel offers a discount to all OCS members. With today’s prices, every little bit helps!

     Best wishes to JIM WENZEL, one of our new members, who recently left the area to join the Ocean City Police Department in Maryland.

Orange County Shields 2nd Annual Hudson River Cruise

Saturday, September 9th, 2006-----12:30 PM to 3:30 PM

     Due to the positive feedback we received on last year’s Hudson River Cruise, we decided do it again. Just remember that there is a strict limit of 150 passengers, so it will be on a “first come-first served” basis. We will again cruise on the “River Rose”. The upper deck is covered so In the event of inclement weather, you will remain “high and dry”. Entertainment will be provided by DJ Extraordinaire JOHN CORCORAN. Boarding will be from 12:00 Noon to 12:30 PM. On the day of the cruise, please try to arrive at least an hour or so before the cruising time of 12:30 PM to get your “Boarding Pass”, socialize and have a beverage before embarking the “River Rose”. The sumptuous menu and price will be announced next month.

 

OC SHIELDS BLOOD DRIVE

     The OCS Blood Drive will be held on Monday, May 8th, 2006 at the Monroe American Legion, Post #488, Lakes Road, Monroe, NY from Noon to 7:00 PM. President and Blood Drive Chairman TOM CARROLL invites all of his regular donors and also any "new blood". Come out and give the “Gift of Life”, socialize and partake in some food, snacks and beverages. Remember that you also get FREE cholesterol and PSA readings.

April’s Guest Speakers

     Those of you who did not make the April meeting missed JIM TAYLOR’s interesting story. Jim is the Chairman of Taylor Recycling, a Montgomery, NY based company that specializes in debris sorting. His family-run business brought closure to over 650 families of victims of the World Trade Center tragedy. Also speaking was retired NYC Fire Captain BOB RAINEY. He spoke about a program being administered by The Mental Health Association of Westchester County in collaboration with the MHA’s of Orange, Rockland and Putman Counties. Annual Orange County Police Awards

     The annual police awards program for Orange County will be held on Saturday, May 20, 2006 at the Orange County Government Center, in Goshen. The awards ceremony will commence at 4:00pm. The awards program, hosted by the Police Chief’s Association of Orange County is held each year during National Police Week, honoring those men and women in law enforcement that have gone above and beyond the call of duty. In 2006, National Police Week will be from May 14-20.

     Police officers from Orange County will be recognized for their efforts for exemplary actions they took during 2005. There are several categories of awards including, awards for valor, meritorious service, lifesaving, and exceptional police duty. The ceremony recognizes officers on all levels, including municipal, county, state and federal that are employed in Orange County.

     The Orange County Shields strongly support this awards ceremony. It is attended by several hundred people each year and all law enforcement personnel and support staff are encouraged to attend to support their fellow officers. Following the awards ceremony, refreshments will be served at the government center.

 

Tactical Door Locking

     At the start of my shift I press the unlock button and unlock all of the doors to my unit. Then I reach across and press the lock down on the passenger side door. From that point on, every time I get out of my unit I press the driver’s side door lock down as I get out. This leaves the rear / prisoner doors always unlocked and will leave your unit secure provided you have a full partition / cage.

     Then every time I go back to my unit, I simply unlock the driver's door with a key. I cannot tell you how many times I see officers walk back to a unit with a handful of suspect--cuffed or uncuffed--to place them in a unit only to have to stop, fumble with door keys, open the driver's door, unlock the lock button, shut the driver's door, then open the rear door...all while attempting to hold someone who may still be deciding whether they want to go to jail?

     Try this and you will always stick with it.

National Purple Heart Hall of Honor

     We recently received this information from a letter sent to the Town of Newburgh American Legion from New York State Senator WILLIAM J. LARKIN. Bill reminds us that the National Purple Heart Hall of Honor, which is currently under construction, will be located right here in the Hudson Valley. It is located, just over ten miles from the United States Military Academy at West Point, in Vails Gate, NY, The National Purple Heart Hall of Honor pays tribute to those who were killed or injured defending this great nation.

     Senator Larkin respectfully requests that we make the Hall of Honor known to all returning soldiers, sailors, airmen and marines who have earned the Purple Heart, so that they may record their names and stories in the Hall’s database.

     The National Purple Heart Hall of Honor is scheduled to open on November 11th, 2006. Anyone who has earned a Purple Heart shall be afforded a place in the Hall. They simply need to send a copy of their DD214 to: The National Purple Heart Hall of Honor, P.O. Box 207, Vails Gate, NY 12584.

 

USS New York

     With a year to go before it even touches the water, the Navy’s amphibious assault ship USS New York has already made history. It was built with 24 tons of scrap steel from the World Trade Center.

     USS New York is about 45 percent complete and should be ready for launch in mid-2007. Katrina disrupted construction when it pounded the Gulf Coast last summer, but the 684-foot vessel escaped serious damage, and workers were back at the yard near New Orleans two weeks after the storm.

     It is the fifth in a new class of warship — designed for missions that include special operations against terrorists. It will carry a crew of 360 sailors and 700 combat-ready Marines to be delivered ashore by helicopters and assault craft.

     “It would be fitting if the first mission this ship would go on is to make sure that bin Laden is taken out, his terrorist organization is taken out,” said GLENN CLEMENT, a paint foreman. “He came in through the back door and knocked our towers down and (the New York) is coming right through the front door, and we want them to know that.”

     Steel from the World Trade Center was melted down in a foundry in Amite, LA, to cast the ship’s bow section. When it was poured into the molds on Sept. 9, 2003, “those big rough steelworkers treated it with total reverence,” recalled Navy Capt. KEVIN WENSING, who was there. “It was a spiritual moment for everybody there.”

     JUNIOR CHAVERS, foundry operations manager, said that when the trade center steel first arrived, he touched it with his hand and the “hair on my neck stood up.”

     “It had a big meaning to it for all of us,” he said. “They knocked us down. They can’t keep us down. We’re going to be back.”----------The ship’s motto? – “Never Forget”

President's Message

     A very Happy Spring to all our members, their families and friends. Those of you who attended our March meeting enjoyed an excellent Irish feast catered by Wayne from T&M Deli.
     We also had several items of new business to discuss. First of all, I would like to thank Bottini Fuel Oil Co. for continuing to give us financial support. DAN BROSNAN, manager of Bottini in Washingtonville, will be presented with a plaque at our April meeting in recognition of this.

     A motion was made by CRAIG FUREY that the Shields make a donation to the “Sgt. EDDIE RYAN Fund”. Everyone agreed, and the amount of the check will be announced at our April meeting on the 19th. OC Shields member LORRAINE LYNCH STARACE of the National Police Support Network, Inc. gave us an update concerning their activities, and informed our new members about this outstanding organization.

     Board member PAT BODNAR reminded us to save Wednesday, April 26th to attend the tree blessing and candlelight vigil in memory and support of Orange County crime victims. This will be held at 6:30 PM at the Crawford Town Hall on Route 302 in Pine Bush. Please show you care by attending. Refreshments will be served immediately following the candlelight vigil.

     Father BILL SCAFIDI gave a blessing to MICHAEL HASS, son of OCS Member ED HASS. Michael is on his way to Iraq in May after training at Fort Bliss in April. Please keep him in your thoughts and prayers.

     I hope to see most of you at our April meeting. JIM TAYLOR is our scheduled guest speaker. Don’t miss his intriguing story about bringing closure to many of the families of the victims of the WTC disaster. Also, please don’t forget our Blood Drive on May 8th!

Condolences

     Our sincere condolences go out to OC Shields Member and Executive Director of the New York State Shields DAN MARTINEZ and his family on the passing of his mother. Although she passed away several months ago, we were just informed recently.

     Also, our condolences go to the family of OC Shields Member AUGUSTUS “GUS” CARSON. Gus’ son, Elieser, passed away on March 13th, as a result of complications from heart surgery. He was 26 years old.

 

Orange County Shields 2nd Annual Hudson River Cruise

Saturday, September 9th, 2006-----12:30 PM to 3:30 PM

     Due to the positive feedback we received on last year’s Hudson River Cruise, we decided do it again. Just remember that there is a strict limit of 150 passengers, so it will be on a “first come-first served” basis. We will again cruise on the “River Rose”. The upper deck is covered so In the event of inclement weather, you will remain “high and dry”. Hopefully by next month’s newsletter, we will have a sumptuous menu to announce. Boarding time will be 12:00 Noon. More details next month.

     DANIELLE and MICHAEL PANZICA are the proud parents of VINCENT STEPHEN PANZICA who was born on February 23rd, 2006. He tipped the scales at 7 pounds, 3 ounces and was 20 inches tall. Big sister, Gianna Michael, now has someone to “boss around”! Danielle is the daughter of Past President STEVE GIOVE. Steve is one “Proud Grandpa”.

 

April’s Guest Speaker

     JAMES W. TAYLOR, Jr. is chairman of Taylor Recycling Facility LLC, a leading recycler of construction and demolition debris. The Montgomery company evolved from Taylor Tree, which was founded by Jim’s father in 1956. Jim has become a visionary in the recycling industry and has been a recycling consultant to other countries, including Albania and the Dominican Republic, helping them solve their solid waste needs. The Newburgh native runs his company with his sons, James III and Hans and his daughter, Tonya Lynn.

     Taylor Recycling’s reputation grew tremendously following its work in the recovery efforts following the World Trade Center tragedy on Sept. 11, 2001. Just after the attacks on the World Trade Center, Company President at that time, HANS TAYLOR made the initial contacts to the FBI and FEMA offering Taylor Recycling’s debris sorting capability to the evidence recovery effort at the Fresh Kills landfill in New York City. He then led the effort to acquire specialized equipment from Canada and the Northeast, organize it into an appropriate debris sorting system, demonstrate the system to the NYPD, FBI and other federal agencies, and immediately set up a completely self-sufficient 24 hour a day, 7 days a week operation. He accomplished all of this in just 6 days. Hans was Taylor’s primary manager overseeing the success of that critical work which ran all but six days over the nine months it took Taylor to process over 500,000 tons of debris. Taylor Recycling’s efforts received recognition from the Army Corps of Engineers and the Occupation Safety and Health Administration of the U. S. Department of Labor.

     Jim is also very community minded. He helped create the memorial for Orange County residents who died in the World Trade Center disaster at the Ottaway Arboretum in Orange County’s Thomas Bull Memorial Park. Taylor Recycling donated nearly $300,000.00 to the memorial.  He has given his leadership and support to numerous local community groups, veterans’ organizations, youth groups, churches and emergency response organizations. Jim is also a member of the board of directors for St. Luke’s Cornwall Hospital.

     What are these companies thinking? This only gives the criminal the edge when they aim a pink or blue AR-15 or Glock at a Police Officer. The Officer will instinctively hold his fire thinking it’s a “toy gun”; by then it’s too late!

     P.O. RICHARD GOING passed away on December 16, 2005 from an off-duty injury, leaving behind a wife and two young children. As a result of his passing while off-duty, his family was left with no medical coverage and a minimal pension. For this reason, we hope you can come join us to help his family in their time of need.

     Rich was a police officer for 13 years and played on the PBA football team for 11 years.  He was a hard worker and a person you were proud to call your friend. The word “No” was not in his vocabulary. No matter what was going on in his life, if there was anything you needed, Rich was always there to help and would ask nothing in return. He always made time for his friends, but those closest to Rich know that his family was the one thing that meant the most to him.

     So today we are asking you on behalf of Rich to help us give back to his wife and children in the way he gave to those around him every single day.

National Crime Victims’ Rights Week---April 23-29, 2006

     Victims of crime, their families, supporters and community members are cordially invited to a “Tree Blessing and Dedication” and “Candlelight Vigil” on Wednesday, April 26, 2006. President's Message

     Thanks to all of our faithful members who show their support by attending our monthly meetings. On February 15th we heard from, FRANK WEBER, our Super Bowl raffle winner. He thanked the Shields for the opportunity to attend the game with his son. They had a wonderful time in Detroit.

     My wife, Pat, also shared information from RID [Reduce Infection Deaths] outlining 10 steps you can take to protect yourself from a hospital infection. Fliers were distributed, and HARRY DOBSON spoke up about the infection that almost killed him recently after his latest knee operation. If you missed the meeting, you can log onto www.hospitalinfection.org. Knowing this information could save your life.

     We also discussed the boat trip on the Hudson. Plans are underway to do it again on September 9th, 2006.

     Our March 15th meeting will feature Irish food, such as corned beef and cabbage, Sheppard’s pie, and soda bread. We hope to have an interesting speaker also.

     Our sincere condolences go out to OC Shields Members TERRY and JOHN BENSON and their families. Terry’s wife and John's mother, EVELYN "ELLEN" BENSON, passed away on Friday, February 10th, 2006. She was born and raised on Owey Island off the Northwest coast of Ireland and emigrated to the United States at the age of 17. Evelyn was a lifelong resident of Washingtonville, who recently relocated to Syracuse NY.

 

Local Marine Needs Assistance

     Marine sniper Sgt. EDDIE RYAN, from Ellenville, NY, was shot in his head in Iraq and was very gravely injured. The story of his miraculous survival is indeed a testimony to medical advances and the quality of care given by military and civilian medical personnel, as well as a testament to the great courage and strong drive of Sgt Ryan himself. Sgt Ryan is now a patient at Helen Hayes Hospital and is soon to be sent home. Unfortunately, Sgt Ryan’s home needs improvements to accommodate his special needs.      The "25 to Life"© video game allows players the option to role-play by shooting gang members and police officers and using innocent bystanders as human shields. The Web site advertising the game boasts that players have "more than 40 weapons to choose from, including shotguns, machine guns, stun guns and tear gas."
     Due to the disturbing nature of the game, last fall high-profile law makers and citizens protested its release, which the NLEOMF believes helped to delay its entry into the
U.S. market. Although the manufacturers have chosen to release the game this year, YOU can help limit its access to the young minds that this game will be promoted to.

Past President FRANK BIGGER

     On Monday, November 7th, 2005, our Past President and Executive Advisor suffered a major heart attack. Throughout the past few weeks, the doctors at Westchester Medical Center have been working very hard to help him recover. He remains in intensive care and is breathing with the help of a respirator and although he is in critical condition, he has stabilized. His wife, Alice, is by his side 24 hours a day, 7 days a week; but the financial strain on the Bigger Family is overwhelming. Funds raised will go to the lodging and medical expenses of FRANK and ALICE BIGGER.

     Frank and Alice have done so much for so many people over the years and we would like to help them in their time of need. HR 218 Update from the Law Enforcement Alliance of America:

     Last month we shared with you our first in a series of updates about the fight to get H.R. 218 implemented. While President Bush may have signed H.R. 218 into law more than a year ago, there are still major hurdles that are blocking it from being effective.

     In our last e-mail, we told you about efforts in New York City and Chicago to hinder qualified retired law enforcement officers from the protections of H.R. 218.

     One of our sources sent us an actual memo sent out by department brass that sets down archaic orders that call for detaining and disarming anyone acting under H.R. 218.

     In other states, we’ve received copies of official letters denying officers their rights to national cop carry under H.R. 218. Each and every one of these items is vital in our fight to push for the fair and legal implementation of H.R. 218. And, for those reasons, we need your help.

     If you have been denied or in any way obstructed in writing, from the just privileges of H.R. 218, by any government official we need to see it.

     Put out the word among your fellow officers and retirees and pass on this information. Send any evidence of H.R. 218 obstruction to: LEAA, H.R. 218 Task Force, 5538 Port Royal Road, Springfield, VA.

President's Message

     Our organization started the year off right…....with an excellent, and well attended January 18th meeting, a packed house, seven new members, informative speakers, and last but not least, another fun and successful Super Bowl Party and Raffle, on January 22, 2006!  I’m very proud to be the president of such a group!

     My wife, Pat, would like to thank everyone at the meeting who listened to her plea, and took action to help us by signing and sending over 40 letters to the judge on her behalf.

     Big thanks to Town of New Windsor Justice RICHARD THORPE, who took time from his busy schedule to speak to us. Dick is retired from the NY State Police and Past President of the Orange County Magistrates Association. He is the coordinator between the town courts and the Orange County Integrated Domestic Violence Court. Dick spoke about this new court and how it affects courts around the county.    

     Also, I want to thank all of you who are involved in making this organization work so well for all of us, and the community. If you haven’t joined us recently, I hope to see you at our next meeting, February 15, 2006 at the Monell Fire House in Washingtonville, NY.

     A few members have recently expressed their disappointment that we printed a photo of me shaking hands with Sheriff CARL DUBOIS, in our last newsletter. My intent was to promote the blood drive. It was not meant to make a political statement. The Orange County Shields does not endorse candidates of any party. I apologize to anyone who was offended, and I would like to thank all who donated. Condolences

     We would like to extend our sincere condolences to the family of OC Shields member JOHN E. SORICELLI. John passed away on December 29th, 2005. John was a retired Lieutenant with the Rockland County Sheriff’s Department, President of FOP Lodge #188 for 20 years and also served on the NY State Board of the Fraternal Order of Police in the capacity of Recording Secretary. He was also member of the Rockland County Shields, Past President of the Newburgh Chapter of UNICO and the New Windsor Lions Club. He was also a past Treasurer of Brits of the Hudson Car Club. John was admired for his knowledge of the by-laws, rules and regulations of every organization that he was involved with. He will be greatly missed by all who knew him.

     A 10-13 Fundraiser was held for FRANK BIGGER on Thursday, January 5th, 2006 at the Cornucopia Restaurant, Route 209, Huguenot, New York. There was a “standing room only” crowd. The extended Bigger family would like all those who attended and also to those who sent donations. Funds raised from this benefit will go to the lodging and medical expenses of FRANK and ALICE BIGGER.

     On Monday, November 7th, 2005, our Past President and Executive Advisor suffered a major heart attack. Throughout the past few weeks, the doctors at Westchester Medical Center have been working very hard to help him recover. He remains in intensive care and is breathing with the help of a respirator and although he is in critical condition, he has stabilized. His wife, Alice, is by his side 24 hours a day, 7 days a week; but the financial strain on the Bigger Family is overwhelming.

     Frank and Alice have done so much for so many people over the years and we would like to help them in their time of need. Long Distance Member

     OC Shields Member JIM HOUSTON, a NYPD Retiree, sends his regards from Japan. He has been living there for over six months with his wife Lt. JOY HOUSTON, of the US Navy Medical Service Corps, and his daughter Amy. He reports that it’s a nice place to live. People don’t beep their horns and they don’t block crosswalks or intersections. He also says that the food is good if you like rice with every meal. Jim said that when he wins the trip to the super bowl, he can be reached at his US telephone number but to remember that he is 14 hours ahead of us. There must be some very high cell towers in Japan!!! Sorry Jim, but FRANK WEBER is going to the “Super Bowl”!

 

Orange County Shields Super Bowl Party and Raffle

     The Orange County Shields Super Bowl Party and Raffle was held on Sunday, January 22, 2006 at the American Legion Hall in Greenwood Lake, NY. There were over 300 people in attendance and everyone had a great time. Food and liquid refreshments were served from 2:30 PM until about 11:00 PM.

     The grand prize, a trip to the Super Bowl in Detroit Michigan, was won by FRANK WEBER of Orange County, NY. Frank is retired from the NYC Police Department. 

     When he was contacted, he said that he was definitely going and planned on seeing if his son could get time off from work to go with him.

     Also at the party, HOLLY FIGUEROA, was honored by the Shields for selling over 100 tickets for the third consecutive year. She was presented a “Certificate of Appreciation”.

     We also had a moment of silence for our troops who are overseas serving our great country and fighting terrorism. Leading us in this tribute were OC Shields Member BOB ALLEN, father of LOU ALLEN who was killed in Iraq, and Assemblywoman NANCY CALHOUN. The entire crowd joined in with them singing “God Bless America”.

     There was a complete sellout of tickets so now might be the time to order your “lucky number” for next year.

     Happy New Year to all our members and families! I look forward to a great year of accomplishments for our organization. Together we will continue to serve the law enforcement community of Orange County to the best of our ability. Again, I want to encourage our members to speak up, and get more involved in helping and improving our mission! Patricia was an Auxiliary Member of the American Legion Post 163.      President TOM “The Vampire” CARROLL thanks Sheriff CARL DUBOIS for donating a pint of blood. In the foreground is Major TOM MADDEN of the Orange County Sheriff’s Department. This was Carl’s first trip to the Orange County Shields Blood Drive and hopefully he will return in May to donate another pint. This has become known as “Tom’s Blood Drive” by all the “regular donors” since he has been Chairman of this event for over 14 years. Tom puts in many hours during the year preparing for the bi-annual Blood Drives often reaching into his own pocket for additional snacks that are not supplied by the Blood Bank. Tom makes it a point to thank each individual donor as if the blood was for him. The Executive Board is proud to have such a dedicated individual to serve the membership.

     The Orange County Shields have an active account with Good Samaritan Hospital in Suffern, NY. CARIN CAMPBELL is the blood donor coordinator. We also have an open account with Community Blood Services, in Goshen, that supplies our local hospitals. The person to contact is THERESA FERGUSON. President's Message

     I am very proud to announce that we have 11 new members who signed up at our November meeting. We also would like to welcome back ANDREW COOK after his short one year hiatus. It pleases me to see our organization growing so nicely. I hope that this trend will continue and that many of you will help us with ideas for upcoming guest speakers and events for our group. We had another successful “Turkey Shoot” at the November meeting. Five lucky members walked away with turkeys and all the trimmings.

     Happy Holiday wishes go out to all of our members, families, benefactors and friends.

Officer Safety Item

     Here is an interesting item that was submitted by Deputy Mike Gross of the Boone County [KY] Sheriff’s Department to policeone.com.

Your turn signal can keep you safe on stops!

     There is a trick I use to keep myself safe on the side of the highway. We have over 28 miles of I-75 and I-275 in my county, so I am on the Interstate a lot. When I tell guys of my little trick they look at me funny and wonder why they didn’t think of it.

     What I do on my stop or if I am backing another officer is activate my left turn signal. This makes motorists think I’m trying to get back into traffic, thus making them merge into the opposite lane to give me a great cushion. I have guys tell me all the time how amazed they are at how effectively this works!

 

Form Needed to Register for Possible WTC Disability Benefits

     A law was passed and signed recently allowing for the presumption that the onset of certain illnesses came from exposure to elements at the WTC sites. If you become disabled due to any of the illnesses, you are entitled to a disability pension. The law also allows for reclassification of your retirement if you get the illnesses after you have retired. You are required to fill out the World Trade Center Disability Law form available at http://www.nyc.gov/html/nycppf/pdf/wtc_lawfactsheet.pdf and file it with the Pension Section in order to be eligible for this benefit. Please pass this information on to anybody you know who worked in the affected areas. 

 

Sickness and Distress

     Past President and Executive Advisor FRANK BIGGER had a heart attack while having a stent replaced. Another problem was found and emergency bypass surgery was performed and he is currently in Westchester Medical Center. According to Past President JOHN CORCORAN, Frank is still in critical, but stable condition. He remains unconscious, but is showing some small signs of improvement. The National Police Support Network founded by NELSON DONES has been in touch with the family and is helping to arrange lodging for family members near the Westchester Medical Center to offset the enormous cost of hotel rooms. The NPSN is an organization that represents the needs of Active/Retired Law Enforcement Officers and their families who are coping with a catastrophic illness. OCS member LORRAINE LYNCH STARACE is the Director of Volunteers. Please be advised that the OC Shields are associated with this great organization. President's Message

     As your president, I am very proud of the large turnout of members and candidates who attended our “Meet the Candidates Night”, on October 19th. I hope everyone found the evening to be as interesting and informative as I did. Our goal is to help our members make more informed decisions at the polls. I think everyone in attendance learned something new that evening.  I encourage all of you to get out and vote on Election Day, November 8th!   

     A special thanks goes out to all the candidates who made the “Meet the Candidates Night” a huge success. They are all listed on the next page.  

     Mark your calendar now for our next meeting, the annual Thanksgiving “Turkey Shoot” on November 16th, and the “Blood Drive” on Monday, December 5th from 12-7 PM at the American Legion, on Lakes Rd. in Monroe, NY. Please come down and give a pint. It’s a great feeling to give the “gift of life”!

     Super Bowl Chairman JIM VARIAN reports that the Super Bowl will take place this year at Ford Field in Detroit, Michigan on Sunday Feb 5th, 2006. The Championship Playoff Games are set for January 22nd and will also be the day of the party and drawing for the Super Bowl Ticket winners at the Greenwood Lake American Legion. Doors will open one half hour before the start of the first game. The time should be posted in the next newsletter. The trip includes 5 Days / 4 Nights Luxury Hotel, Round Trip Airfare, Hospitality Desk, Escorted Game Transfers, Taxes & Gratuities, $1000.00 Cash and of course Super Bowl Tickets. The price is still only $25.00 per ticket and includes admission to the party and drawing. New Orleans Officers Need Assistance

     OC Shields Member JOE MURPHY who is with the NYPD-FBI Joint Terrorist Task Force has designed a T-shirt and is selling them to benefit the New Orleans Police Officers affected by hurricane Katrina. His nephew is “on the job” there and while he lost his entire apartment, he is single and was not devastated by this. However he has told Joe some stories of cops that he works with, who have four or five kids and have lost everything. He says the stress down there is starting to get to some of the officers, and many of the officers down there are concerned about their financial future.

     The shirts he designed have the New Orleans Police shield. Above the shield it says "OFFICER NEEDS ASSISTANCE" and below the shield it says HURRICANE KATRINA. He is selling them for $15.00.      This site, http://www40.familywatchdog.us, shows actual photos of the registered sexual offenders and their distance from you. Visit these sites. See who lives in your town and how close they are to you!!! You may be surprised!!!

Meet the Candidates Night

     On Wednesday, October 19th, we hosted “Meet the Candidates Night “. It was the most successful one we ever had! There were a total of fifteen candidates that spoke to the members in attendance. We would like to recognize all of them. Candidates for NY State Supreme Court at the meetings were Judge STEWART ROSENWASSER [the only Orange County Candidate], Judge WILLIAM KELLY and Judge LOUIS LUBELL. All four candidates for Family Court Judge were present. They are Judge DEBRA KIEDAISCH, CARLA WISE, LORI CURRIER WOODS and CHRISTINE KRAHULIK. Also addressing the membership were District Attorney FRANK PHILLIPS, Orange County Executive ED DIANA, Legislator DIMITRIOS LAMBROS and Orange County Clerk DONNA BENSON. The Town of Chester had four candidates present. They are JOE RANNI running for Town Judge, BILL TULLY for Town Supervisor and for Town Council STEVE NEUHAUS and ALEX JAMIESON. We wish all of them well on Tuesday, November 8th, Election Day.

President's Message

     Be sure to put October 19th on your calendar! We will be hosting several Orange County candidates running in the upcoming election in November. Join us to hear what they have to say, and ask questions after. This is a great chance to meet them, and to be an informed voter on November 8th.
     The board and I want to thank Assemblywoman ANNIE RABBITT for her informative talk at our last meeting. Her assistance and support with issues pertaining to law enforcement are of great help to us. 
County Legislator
, DIMITRIOS LAMBROS also spoke to our group. We are pleased with his continued effort to keep our communities safe.  A big thank you to LORRAINE LYNCH STARACE, a very active SHIELDS member, for being a true activist for The National Police Support Network!
     I'm very pleased to report that our Hudson River Cruise was a big hit! Our members raved about it! The food, entertainment, and the weather were wonderful! A good time was had by ALL! We hope to make it a Shields tradition. [The winner of our 50/50 raffle onboard, MIKE STARACE, gave his winnings back to our organization!  Thanks, Mike!!!!]

     Before closing, I'd like to mention that my blood drive will take place on Monday, December 5th, at the American Legion Post # 488, on Lakes Rd. in Monroe. Plan to come on out and give blood!

Pass this on…..especially to those with children. Go to http://www.criminalcheck.com and type in a zip code to see if there are any sex offenders in your neighborhood. When you pull up a list of names, click on the name and it will give you the information on their crime, address, license plate of the car they are driving and other pertinent information. Please send this site out to all your family and friends, so they too are aware of their surroundings!!! You will be amazed with the number of convicted felons that might be living in your area, so please be aware.

There are only a few states that don’t supply the above information.

OC Shields Hudson River Cruise

     The First Annual Hudson River Cruise was held on Saturday, September 10th, 2005. We had beautiful weather and calm seas!!! DJ JOHN CORCORAN and the caterer, Wayne, of T&M Deli were all set up when the “River Rose” docked at “Newburgh Landing”. They pre-boarded at an “undisclosed location” and were ready for the 127 hungry passengers who were ready to party. Wayne surprised us with Clams, Mussels and Shrimp in addition to the extensive menu. DJ John played a variety of tunes as well as some great patriotic music. As we approached the shore of historic West Point, John played the theme songs of the five branches of the military. What a great tribute to our veterans on board as well as our men and woman serving in harms way!!!

     We would like to thank KEVIN BUTLER of Marko’s Oasis, Forge Hill Road, New Windsor, NY for giving us a “great deal” on the beverages that were served prior to and after the Hudson River Cruise.  Kevin is a supporter of all law enforcement. His father, Tom, retired from the NYSP BCI with over 30 years in the department. See Kevin at Marko’s, the one stop “superstore”, for all your beverage needs. Be sure to tell him that you are an OCS Member.

     The winner of the 50/50 drawing was MIKE STARACE. Mike is the husband of OCS Member Ret. Sgt. LORRAINE LYNCH STARACE. He graciously donated his share of the 50/50, a total of $285.00, back to the Orange County Shields. Mike, the Executive Board and Members thank you for your generous donation.

     Before we knew it, our “Three Hour Tour” was over. At least we didn’t wind up stranded like the crew in “Gilligan’s Island”!!! The Executive Board and Members who took the cruise are looking forward to the next one.

Street Naming For P.O. Anthony Dwyer

     On Monday October 17, 2005 at 1100 hours West 35th St. between 8th & 9th Avenues [the Midtown South stationhouse block] will be re-named in honor of Police Officer Anthony Dwyer of the Midtown South Pct. who was killed in the line of duty 16 years ago while responding to a robbery at a McDonald's restaurant on 7th Avenue. OCS Member BRIAN McINERNEY says that if you can't attend the ceremony, it would be greatly appreciated if you could inform as many members of the NYPD as possible.  He also said that this honor is long overdue for a great guy.      Welcome back after a long, hot summer. With your help, we'll have another great year for our organization. I am always open to suggestions on guest speakers, social events and group discounts. Anything that will be a benefit to our members!

     This newsletter is being mailed a few days earlier due to the fact that there are still a few vacancies on the Hudson River Cruise; so if you didn’t sign up yet, make your reservations now so you won’t be “left on the dock”. You may invite your friends but please be advised that members have priority. Please leave a message on the hotline and Chairman TONY NAVARRO will get back to you. On the day of the cruise, please arrive early to get your “Boarding Pass” and have some refreshments with your fellow passengers.

     On a sad note, we lost a few members of the Shields “family” this past summer. My condolences go out to the families of LOU ALLEN, MARTY JAMES MITCHETTI, Jr., PATRICIA MATTHEWS, ROBERT H. DOSS and BILL THOMPSON. Please see the Condolences section for details.

2005 Orange County Shields

Hudson River Cruise

Saturday, September 10th, 2005--------------2 PM to 5 PM

     At the time this newsletter went to the printer, there were still some vacancies but by the time you receive this newsletter, the OCS Hudson River Cruise may be “Sold Out”. If you did NOT make a reservation and are still interested in going, call our hotline at 845-291-8038 and leave a message. Please include your Name, Phone Number and the Number in your party. Secretary TONY NAVARRO will contact you with current status of the passenger list. There is a strict limit of 150 passengers; however there are sometimes last minute cancellations. We will make every effort to accommodate you.

     On the day of the cruise, please try to arrive at least an hour or so before the cruising time of 2 PM to get your “Boarding Pass” and have some refreshments before embarking the “River Rose”. We will be leaving from “Newburgh Landing” which is directly in back of “UNICO Park”. UNICO Park features a large statue of Christopher Columbus and is on Front Street in Newburgh, NY. One of the Executive Board Members will direct you to the check in area.

Condolences

     Our condolences go out to Orange County Shields Member ROBERT ALLEN and his family on the passing of his son, LOU ALLEN. Lou died while serving his country in Iraq on Wednesday June 8, 2005. He was 34 years old. Lou leaves behind a wife and four young children. Memorial contributions may be made to the Louis Allen Memorial Fund, Berkshire Bank, P.O. Box 469, Goshen, NY 10924, c/o Rolly Peacock.

     Also our condolences go out to the family of MARTY JAMES MITCHETTI, Jr. Marty was a Police Officer with the New Windsor Police Department. He died in an off-duty construction accident on June 7, 2005. He was 32 years old. Shortly before Marty's death, Police Chief MICHAEL BIASOTTI authorized his promotion to detective.

     Our sincere condolences go out to OC Shields Member TOM MATTHEWS and his family. Tom’s wife, Patricia, passed away on Monday July 4, 2005. She was named a "Good Neighbor" in 1995 by the Times Herald Record and was also a volunteer for Meals on Wheels in Middletown.

     Condolences go out to the family of Orange County Shields Member ROBERT H. DOSS who passed away on Monday, July 11, 2005 at the age of 65. Robert was a retired Sergeant with the Port Jervis PD. He was a member of many service organizations as well as the Port Jervis PBA, Retired Police Association of the State of NY and the Interstate Law Enforcement Association.

     Our condolences go out to the family of WILLIAM R. "WILD BILL" THOMPSON. Bill was a retired Police Officer with the Town of New Windsor. He was a member of the Orange County Peace Officers Association and New Windsor PBA.

 

Legislation Passed

     We are pleased to announce that Senate Bill 5424A and Assembly Bill 576C have passed in the Senate and Assembly. It was signed by Governor Pataki on 8/3/2005. This important piece of legislation would allow for broader access to a more complete range of tests when a member of the services (ie. Police Officers, Firefighters, EMT’s, Correction Officers, and State Troopers) has a line of duty blood or body fluid exposure. Members of the service throughout the State of New York deserve access to the timeliest, most accurate, and comprehensive testing possible in the event of a blood or body fluid exposure in the line of duty. We would like to thank Senator WILLIAM J. LARKIN Jr. and Assemblyman J. GARY PRETLOW for sponsoring this legislation, but it was one of our own members, NICHOLAS RAMPULLA and his wife PHYLLIS, who initiated the process. We thank them for all of their hard work and also to all of you who signed the petition or sent letters.

June, 2005 Newsletter

President's Message

     I'm pleased to report that attendance at meetings is increasing. It's great to see more of you taking an active part in this organization!

     The following was written by Second Vice President JOHN CORCORAN. I decided, with his permission, to use it in my message. Thanks, John, for your help!

     Our May meeting was very interesting. County Clerk DONNA BENSON and her Deputy Clerk MARY COLEMAN were guest speakers. Donna told us the procedure for obtaining the new plastic photo pistol permits. It replaces the paper permits that were issued in the past. The paper permits are still good, and it is not necessary to obtain the plastic permit. The new cards are about the size of a credit card and are much easier to keep in your wallet. There is a $5.00 one-time charge for the card. You can pick up an application for the new cards from the county clerks office or you can have one mailed to you. Once filed, you will be notified when your new card comes in. We want to personally thank Donna and Mary for taking the time to address our members.

     We were very pleased to welcome two US Army infantry soldiers who have recently returned from Iraq. Sgt. ERIC HASS of Salisbury Mills [who is the son of OCS member ED HASS] and Sgt. SHAWN HULL, of Buffalo NY, served in Afghanistan and Iraq. They shared stories of their exploits. These true American heroes were quite humble when speaking of themselves. We asked if they could return for the June meeting, and they said they would be delighted. Shawn will be bringing some videos that he took in Iraq, and told us they will be very interesting. We invite all our members to join us in honoring these two fine young men.

     In closing, thanks to all who came out to our blood drive on May 23rd.

Officer Safety Item

     The ARES Defense Systems Company of Blacksburg, VA is selling a Mag-Light which is actually a .410 shotgun. The weapon is called the Companion and is a working flashlight that will fire a .410 shotgun round. The weapon works by removing a safety pin. The weapon can then be fired by a spring loaded firing pin. The projectile exits through the end cap. It is also available in the Mini-Mag size which fires a .380 round. The ARES Mag-Light .410 Shotgun is priced at $595.00. This information was provided by OCS Members LARRY BENNET and TOM HICKEY.

 

Unusual Weapons & Concealment Methods

     We have received an e-mail from OCS Member LARRY BENNET that contains what appears to be one of the most comprehensive listing of Unusual Weapons & Concealment Methods to date. It was put out by the Florida Department of Law Enforcement and is meant for Law Enforcement Personnel ONLY. In fact, they encourage passing it on to other law enforcement agencies. If you would like a copy, please e-mail Secretary TONY NAVARRO at ocshields@yahoo.com. Your OCS Membership will be verified BEFORE it is sent to you. Please note that this is a large 5.06 MB file [72 pages] in a .pdf format and you must have Adobe Reader to open it. It will also be available at our meetings.

 

April Newsletter Correction

     It was incorrectly reported in April's Newsletter that letters and petitions to the NYS Parole Board can be viewed by the inmate and / or his attorney. THIS IN INCORRECT! JANET KOUPASH, Office of Victims Services, Dept. of Corrections contacted PAT BODNAR and reaffirmed Pat's belief that this was not true.

     Concerning BRUCE LORICK, the killer of Transit Officer JOSEPH KEEGAN, we are happy to say---- PAROLE DENIED!!!  

     JANET KOUPASH also stated how important it is for victims and survivors to contact her office at 1-800-783-6059 to register for notification of an inmate's release. Lastly, the website prisonerlife.com that LORICK has advertised on seeking a wife is a ministry website.

OC Shields Hudson River Cruise

     Plans have been made for a cruise on the Hudson River aboard the River Rose on September 10th, 2005. This will take place in lieu of our Annual Family Picnic and Clambake. The River Rose, whose home port is Newburgh, NY, is an original New Orleans Paddle Wheel Boat built in 1984. She has 2 Decks with a bar on each deck. There is an awesome panoramic view of the Hudson Valley from the upper deck. The lower deck is fully enclosed and air conditioned. The upper deck can either be open air or fully enclosed for inclement weather. See more information on this boat at http://www.riverrosecruises.com. Condolences

     Our condolences to the family of OCS Member FRANCIS A. "FRANK" KEEGAN. Frank passed away on Saturday, May 7th, 2005. He was a former patrolman in the 43 Pct. and retired with the rank of Detective. He was a US Navy Veteran who served in Korea and a member of the FOP and the Retired Detectives of NY.

     Also condolences to the family of OCS Executive Board member JOHN FITZGERALD and his brother OCS member CHRISTOPHER FITZGERALD on the passing of their mother, BRIDGET FITZGERALD. She was born in Knocknagullane, Co. Cork, Ireland. Prior to her passing, she resided in Salisbury Mills.

 

Bagpiper

     OC Shields Member TOM MATTHEWS, who is an accomplished bagpiper, has notified us that he is available free of charge for those who wish to have the bagpipes played at funerals for family members. We thank Tom for his very generous offer. He can be reached at 845-355-8715.

 

Firearms Re-Qualification

     We would like to thank licensed firearms instructors KEN WILKENSON and BILL McCORD, for taking the time to re-qualify our members. Ken and Bill will hold one more session for anyone wishing to re-qualify on Wed. June 15th at 6PM at the Master Class Range on route 17M in Monroe. After qualifying every person, they issue a current firearms card to them. You need to bring eye and ear protection and 100 rounds of ammo for each weapon you wish to qualify with. Thanks again Ken and Bill.
